Occasionally, circumstances arise whereby an urgent expenditure becomes necessary at a time when Parliament is not in session, and there is no appropriation pursuant to which payment may be made. This could occur when Parliament is dissolved during a period of interim supply. Section 23 of the Financial Administration Act, which permits the appropriation, is applicable whenever Parliament is dissolved or when it has been adjourned either for an unspecified period or until a date more than two weeks after the date of the order directing that the warrant be issued. A Governor General's Warrant is an appropriation for the fiscal year in which it is issued. The following conditions apply: 1. The warrant must be issued in the fiscal year in which the expenditures are required; 2. The unspent balance lapses at the year-end; 3.
